Ankara Water and Sewerage Administration (ASKI) is a public utility responsible for the supply, distribution and handling of water, wastewater and sewerage works for the capital city of Turkey, Ankara.

Ankara water distribution network was being monitored by a SCADA system commissioned in 1996. The system was not covering all the network facilities, so the utility decided to extend and upgrade the existing system in 1998. A tender was announced in 1999 for the extension and upgrading of the existing system named as Second Stage SCADA System.

The contract was signed with Metso Automation in 1999 and SYS was the main subcontractor and system integrator to Metso Automation.

Second Stage SCADA system contract includes the design, supply, manufacture, factory tests, installation, field tests and commissioning, as well as one-year operation and maintenance of the complete system.

SYS has provided the design, erection, field tests and commissioning of the whole system. Manufacture of the local control panels, VCC panels and AC analyzers, supply of DC No Break power supply units, RTU programming, system integration, civil and electrical works have also been provided by SYS. The system was commissioned in November 2000, and SYS is currently providing first years' operation and maintenance services.

ASKI Second Stage SCADA System includes 129 outstations communicating via  6 pairs of UHF frequencies.  Motorola conventional radio system has been implemented for field communications. The radio system has a citywide coverage of 50km in radius.

The outstations are composed of 36 pumping stations, 70 water reservoirs and 23 measuring points located at critical network points.

Each outstation equipped with Motorola MOSCAD RTU and a Motorola conventional UHF radio. The existing RTUs installed in 65 outstations at the first stage of the system by others were replaced with the above-mentioned RTUs.

The control center hardware consists of a pair of redundant SCADA servers, a dual redundant historical servers, seven workstations for MMI and engineering purposes. A remote workstation at Chemical Laboratory of the utility to monitor Chlorine, pH and turbidity levels is also provided. Eight dual redundant communication gateways are provided for simultaneous field communication between the field RTUs and the SCADA center to achieve high throughput and performance. A BARCO rear projection system consisting of twelve 67" display cubes is also supplied under the contract. Several printers and a hard copy unit for reporting and other printing purposes complete the SCADA center. All peripherals at the SCADA center is connected via a dual redundant 100Mbps Ethernet LAN.

Metso Automation's S/3 SCADA package enabled extensive SCADA functions.
